He who is without faith (assaddho), without morals (dussīlo), believes in signs and rituals (kotūhalamaṅgaliko), relies on auspicious signs and not deeds (maṅgalaṃ pacceti no kammaṃ), who seeks outside the Order for persons worthy of gifts (ito ca bahiddhā dakkhiṇeyyaṃ gavesati) — such a man is an outcaste (caṇḍāla) among laymen.
